Stay Ready for CamInvoice, Cambodia’s National E-Invoicing System
Cambodia is moving forward with its national digital tax transformation through CamInvoice, a centralised e-invoicing clearance platform operated by the General Department of Taxation (GDT) under the Ministry of Economy and Finance (MEF).
Under this framework, all e-invoices must be submitted, validated, and approved through the CamInvoice system before they are recognised as legally valid tax documents.
CamInvoice (also referred to as the Cambodia E-Invoicing System) is a centralised clearance platform where e-invoices must be submitted, validated and approved by the tax authority before being legally valid. The system supports transparency, enhances tax administration and reduces risks from manual invoicing.

E-Invoicing Rollout Timeline (2024-onwards)
➤ Legislative and technical groundwork completed.
➤ 𝟐𝟐 𝐉𝐚𝐧𝐮𝐚𝐫𝐲 𝟐𝟎𝟐𝟓: Circular No. 003 issued by Ministry of Economy and Finance (MEF) under the signature date of 22 January. It mandates the use of CamInvoice for national budget units within two ministries: MEF and Ministry of Environment (MoE) and their suppliers/companies for the 2025 fiscal year onward.
➤ 𝟏𝟒 𝐉𝐮𝐥𝐲 𝟐𝟎𝟐𝟓: Circular No. 012 issued by MEF extending mandatory e-invoicing to six additional ministries:
1. Ministry of Agriculture, Forestry and Fisheries
2. Ministry of Commerce
3. Ministry of Industry, Science, Technology and Innovation
4. Ministry of Education, Youth and Sport
5. Ministry of Posts and Telecommunications
6. Ministry of Civil Service
➤ 𝐓𝐡𝐫𝐨𝐮𝐠𝐡𝐨𝐮𝐭 𝟐𝟎𝟐𝟓: B2B e-invoicing remains voluntary, while mandatory focus is on B2G (business-to-government) transactions.
Future Regulatory Direction
The Cambodia Ministry of Economy and Finance is expected to continue expanding the national e-invoicing framework beyond the current mandated ministries.
